Infrastructure and Service Implementation for Unified Medical Information and Analytical System (UMIAS)
Project objective: Provide UMIAS of Moscow with a reliable and easily scalable base for further development of electronic services and improvement of the level of services offered by Moscow healthcare institutions.
When creating the UMIAS of Moscow, CROC implemented a patient flow management system, installed information terminals to allow patients to make appointments with doctors in more than 670 Moscow healthcare institutions, and equipped doctors’ offices with special systems to automate and simplify their daily tasks. In 2016, all polyclinics are to implement a Consolidated User Interface and thus automate patient visit handling process. The interface includes an electronic medical record (e-card) containing a full and reliable clinical picture of every patient and helping make decisions on patent treatment and execute medical documents. Converting information to electronic form ensures information continuity and consistency across healthcare institutions.
In addition, a portal was developed for the monitoring of all project activities, including those related to the UMIAS implementation.
- The project was mainly based on open-source solutions, including server operating systems and platforms for desktop virtualization, infrastructure monitoring, e-mail, etc.
- The efficiency of the solution is highlighted by results over the past four years: over 20,000 workplaces in 670 Moscow healthcare institutions have been automated, with 25+ million electronic subsidized prescriptions and 2+ million sick leave certificates issued automatically, and an electronic service for making appointments with doctors has been used by over 9 million people in total
