Consequently, all information provided by ZAGS to the territorial and federal authorities is also compiled manually – a situation which increases the number of errors in documents.
The ZAGS LEADER Automated Information System (AIS) is a comprehensive information management and workflow system designed to automate the core activities of ZAGS.
The unified information system for the registry offices of the constituent entities of the Russian Federation (the RF entities) addresses the following objectives:
The ZAGS information system is conceptually built as part of the unified information environment of government authorities of the RF entity.

ZAGS LEADER system is based on Intranet technologies in three-tier architecture with a dedicated application server, which represents the next stage of technological progress after client-server architecture. All data processing is concentrated on the server, thus allowing for centralized management, required performance, reliable information storage, processing efficiency and protection against unauthorized access.
The system has maximum transparency: multi-level protection schemes are implemented using built-in tools and system software: Microsoft Windows 2000, Exchange Server, Microsoft SQL Server on the server side and Microsoft Windows 2000, Internet Explorer, and Outlook on the client side.
Data exchange between ZAGS and the central administration can be established using a dial-up connection with modems without using dedicated lines.
The end user operates the system via Microsoft Internet Explorer (version 5.5 or higher) web browser.

Preparation of all information and reports, as well as maintenance of the population register of the Russian Federation entity, is based on real data received during civil registration and enables high-precision tracking of migration and analysis of the socio-demographic situation in the Russian Federation entity.
For communication between government agencies, different channels can be used: from fiber optics to magnetic storage media.
